Hi Ruth,
 
Use the full 4 quarts but leave the filler hole open for about 5 minutes after steam is coming out of the hole before closing it.
 
To avoid getting a steam burn turn off the still until little or no steam is coming out of the filler hole. Then cap and restart the process.
