If you can't CHECK mail, then they have blocked port 110 as well (port 25 is SMTP, port 110 is POP... you probably already know that, but it bears mentioning). This would make me think that they may have just blocked everything below 1024 (common server ports). You can always install something like IPNetRouter on the SIMS machine, and use port mapping to move requests to a new opened port.
