Not necessarily. That's my whole point. My clients are not like your clients and vice 
versa. I have one client that wants several addresses whitelisted and the others not. 
Another client tried whitelisting one address for four days -- because she just HAD to 
get mail from a certain domain (an open relay that had been used by spammers) -- and 
after four days had me remove the whitelist entry ("ENOUGH!").

And I have another client that calls me every few weeks to white-list her address 
because someone with whom she corresponds is having trouble emailing her. Then she 
wants anti-spam features back again. It's a nuisance.

Implemented properly, domains could each be configured to 1) Use DNSBL; 2) Don't use 
DNSBL; or 3) Let individual users decide.

I'd appreciate more versatility. The most flexible system is one that allows 
individual users to choose and to activate or deactivate this feature themselves.
