The trouble with this is many times an open-relay is a one shot affair. You get spammed, possibly thousands of times and then you blacklist that host. Great. That doesn't help because by then they're moving on to another open host. What is needed, I think, is to make the owner's of the relays legally responsible for the spam that they send, regardless of where it originates. You forward spam through your open-relay?
