This is exactly the algorithm used by Spamcop. In my experience, users sending you mail find it "very" obtrusive. (Why do I have to do this? ... blah blah..) The other system that Spamcop uses which works quite well (and is the one I defaulted to) is having the receiver authenticate the senders. Mail from previously unapproved senders is kept in a POP mailbox at Spamcop until you check it (via web interface) and then either refuse or release it.
