I agree with all of the above, and knowing that I'm not likely to go back
and remove no longer valid entries is a large reason why my local list is
(I think) relatively small. I generally only add IPs that meet the criteria
that:
1. My users are not likely to ever get legitimate mail from them, and
2. I don't believe that the admins of the hosts at the addresses in
question are very likely to secure their relays, or otherwise clean up
their acts.
In short, an address or IP block is much more likely to make it into my
local blacklist if it's located in Asia or Eastern Europe than if it's in
North America. For addresses that don't meet the above criteria, I either
nominate them to the public blacklists that I use, report the abuse to
their admins and/or upstream providers, or both, depending on the exact
circumstances of the abuse.
