There is a system being developed now that does this, thought the name
eludes me at the moment. If a mail comes in from an unknown sender all
that happens is the server sends back a "please authenticate yourself"
message which the unknown user replies to. When they reply, the original
mail is sent and the sender is added to the database.
Of course, you can remove or block specific users if you wish.
I've seen a demo of the system and it was not especially obtrusive. About
as hard as subscribing to a mailing list that asks for confirmation.
You know you've achieved perfection in replying to a list message, not when
you have nothing more to add, but when you have nothing more to take away.
