Since Chris has stated that money is a problem, he might want to check out MacHTTP for web service (<http://www.machttp.org/>). MacHTTP was the predecessor to WebSTAR and it's recently been revived by its original author (Chuck Shotton) as a freely available, open source MacOS web server (they do ask for a donation of some amount to the development effort, but it's voluntary).
