200/8 is LACNIC (Latin America) space, which is riddled with open proxies.
It's not particularly surprising that a 200.x.x.x address would be
blacklisted.

It's not 'outgoing' to SIMS. SIMS has to accept it as incoming mail before
it can turn around and relay it to its destination.

If it were my client, I would encourage him to send mail through his ISP's
mail server(s).
