200/8 is LACNIC (Latin America) space, which is riddled with open proxies. It's not particularly surprising that a 200.x.x.x address would be blacklisted.
I spoke a little too soon, sorry. 200.65.106.171 is a LACNIC address (prodigy.net.mx), but in this case it's listed in dynablock because it's in a block of dynamically assigned addresses -- i.e., it's a dial-up. That being the case, your client should definitely be using his ISP's server(s) for outbound mail.
Ok... What do I do about those clients who use *US* as their ISP and who have legitimate business with latin america and china? How about those who are using our webmail server when they travel?
