A doubt on the accounting method to be used along with SIP.

As discussed in RFC 1272 , we should be moving away from an access based
accounting to service based accounting paradigm. To do so for a best-effort
QoS call , will mean recording the QoS information in the accounting
records/CDRs. Does this mean that accounting will be done on the RTP
sessions (for instance using the RTP MIB to gather QOS data and using CNAME
to bill the end user. )

There are some pointers in draft-gross-sipaq-00.txt and the SIP FAQ page ,
however I am still confused as to how the QOS information will be obtained
for SIP calls specially for those calls where the QOS is not guaranteed. Any
help/pointers will be greatly appreciated.
