2. I don't think anyone planned on sending VoiceXML in the body of a SIP
message. They are too big, and it essentially breaks VoiceXML semantics
(VoiceXML assumes http).
3. Media server vendors *do* use INFO for simple IVR operations. That also
has been discussed ad nauseum. It works, follows the semantics for INFO,
and, as Bert points out, is interoperable only if standards are followed.
There is not a standard in the IETF (yet). However, there is a standard in
the ISC. See <http://www.softswitch.org>. Vendors that follow that
standard do interoperate.

described in any IETF RFC or I-D (that I'm aware of). And SIP user
