I am talking about unsolicited notifies without a corresponding 
SUBSCRIBE.   There are user agents that uses NOTIFY request to keep NAT 
bindings.  A popular IPBX sends MWI notifies right after receiving a 
registration without getting a subscription for message-summary.  This 
practice is very common.
