Depending on the implementation, option one is also correct as PCSCF
is considered as the outbound proxy whose address is not specified in
the Route header.
But the basic point is, if UE does not know the path to SCSCF, it can
send the message to its outbound proxy i.e. PCSCF which knows how to
forward the message to calling party home network.
