This is incorrect. phone-context is part of tel url and is not sip domain name.

This will be treat as a SIP url and accordingly processed by network elements.

I do not think so. "phone-context" is applicable for local tel numbers
and indicates which context the number belongs to. For example, the
tel number can represent a local number where the phone-context will
indicate combination of country and area code.
