AFAIK there are no standard rules for how to resolve a tel uri with
phone-context. (You are on your own.)
The context simply defines an abstract namespace within which the local
number is to be interpreted. There are explicit statements that
something of the form
tel:1234;phone-context=+1-555-987
is not to be *assumed* to be equivalent to
tel:+1-555-987-1234
(Of course it *could* be equivalent, but you must not make that
assumption without some specific knowledge of the policies associated
with context +1-555-987.)
IMO it would be a useful thing to standardize a way of resolving phone
contexts. But it hasn't been done yet.
