Of course, for this to work the softphone needs to have set an outbound proxy, if not the softphone can't send the request. A softphone could use any of a number of strategies for handling a "tel:" URI: (1) send to a configured outbound proxy, (2) translate through ENUM (using the official DNS tree or other trees), or even (3) use the computer's modem interface to dial a PSTN line. The nice thing about "tel" is that it declares the address and leaves it up to the executing device to determine the strategy for reaching that address.
