I don't think they are specified. But take into account that, for
example, when converting a TEL URI into a SIP URI, TEL URI parameters
become SIP URI username parameters. Example:

  TEL URI:  tel:+(34)66-655-5444;CUSTOM-param=yeah;ext=200;ISUB=+123

converting it to a SIP URI with aliax.net as domain it becomes:

  SIP URI:  
sip:+34666555444;isub=+123;ext=200;[email protected];user=phone

I also think that such username parameters are used for NRN
(portability) as they are not SIP URI params but SIP URI username
params. Check RFC 4694.
