Which RFC describes the URI username part options? I fail to find it...

Officially, there is no such thing.  But as you've noticed, some systems do use 
them, that is, they will add ";<stuff>" after a defined user name, and the 
recipient of such a URI has to be able to strip the username parameters to be 
able to interpret the URI successfully.

I guess the stripping process can only be done one way, remove the semicolon 
and everything after it.  But since in theory a SIP username can contain 
semicolon, whether the stripping is done has to be configurable.
