it DOES NOT NEED KNOW, because the UA knows and uses short registration
interval.

i didn't say anything about register timers.  i said that tcp UA should
send CRLFs even if it does not get back CRLF.  but now when we have
thought this more, because tcp UA anyway sends CRLFs, it makes no sense
to try to negotiate it.  so please limit your keep protocol to udp UAs
only.
