No, the proxy can't assume that. If the proxy sets the Registration time to be low, it may stop the UAC from sending double-CRLF, even though the Proxy and UAC would have preferred to use double-CRLF. For example, Juha mentioned that a Nokia phone sends double-CRLF, but it doesn't when it's connected to my proxy - I don't know if that's a config setting on the phone or because my proxy is making the nokia re-register frequently.
