The outbound draft also doesn't include any discussion of how to  
configure the user ID and passwords to be used by a UA. And it failed  
to calculate my federal income tax correctly, too. Oh horrors! It must  
be really broken!

Or perhaps it is that both configuration discovery and income tax  
calculation are  out of scope for the outbound draft.
