If I could offer another opinion (!) on the location of the configuration for alarms (i.e. email contacts, whether to send emails, etc), I think it should go on the System / General page, as a new entry on the left side bar (under Call Detail Records). When we have a screen displaying the list of alarms, that would go under Diagnostics.
