Click on "Advanced" settings. I bet you have "Treat PSTN prefix as
optional" checked.

If you are adding a new rule it's *not* the default - i.e. the PSTN prefix
is *not* optional. But if you use Northern American template it is marked
there as optional: just because these were the defaults before sipXconfig
even existed :-)

If people think that Northern American template needs changing we can
certainly do that.
