Hi all,

I recently learned that for a Long Distance dial rule with a blank Long
distance prefix, the PSTN prefix is considered optional.  

That is, the rule will additionally be triggered by calls with a number
of digits that matches the rule's External number length setting.  If
the value is "Any number of digits", then the any call will trigger the
rule.

(XECS-2504 was my mode of learning.)

This behaviour puzzles me.  Why would the rule be triggered by a call
that does not start with the PSTN prefix value?
