I like the idea of changing the template.  i.e. Make "Treat PSTN prefix
as optional" disabled by default, but keep it hidden under advanced.

The screen will be less cluttered that way.

(Note that there's also a "Treat long distance prefix as optional"
setting.  It wouldn't make sense to have one under advanced, but not the
other.)
