I think that the idea was that default NA template simulates typical office
environment in US and Canada (Mexico has a separate template).
And if there are people used to "press 9 for external calls" they are free
to press 9 even if it's not needed.

I am not taking any sides here: I am just repeating what I have heard at
the time.
