That is correct.  If a user has been granted Superadmin access, when they
log in, they are presented with the Admin portal and have no ability to
access to a User Portal for themselves.

We should separate the two. Scott does not count :)  He is an admin every
day all day. Normally you don't touch the admin portal once the system is
setup. Therefore, even if you are the admin, you would want a normal user
account to manage communications and not run the risk of inadvertently screw
things up.

In any case, the current situation is not good as the superadmin account in
reality cannot be used as a user account, since there is no user portal
access.
