Even once a system is set up, new users are added, old users are deleted, phones are added, replaced, upgraded, etc. I am not suggesting combining user and admin portals for users with admin permission. I am suggesting allowing a user to switch between the two if they have the appropriate permission. It should be very obvious which portal a user is in, to help prevent mistakes (kind of like typing sudo before doing something dangerous).
