I don't think "im/on-the-phone-message" you are asking about is what most
users understand as "IM status message". This is just a default status that
sipXecs would set if you are on the phone.

And user can change their Status Message directly in IM client.

That said, I have nothing against exposing  "im/on-the-phone-message" in
user portal (as long as it's clear what it's for), but we would probably
need to expose the "advertise-sip-presence" and "include-call-info" as well.
