I may have jumped the gun on this one.

 voicemail.xml has the correct address on the master server.

It is WRONG on the voice mail server.

<config-server-url-secure>https://10.139.50.233:8443</config-server-url-secure>

which is pointing to itself.

I assumed (obviously incorrectly) this would be propagated.

I will change the value.  Are there any other values that need to be
checked?
