I think that applying '8' to numbers of any length would mess up much
NANP dialing, especially 8XX numbers--at least, for those of us who
prefer prefixless dialing plans.  I feel that 8+10 digits should not
be treated as a voicemail prefix.

If it was smart enough to match only if the suffix matched an
extension (e.g. 81234567890 would go to voicemail if and only if
1234567890 maps to a mailbox), then it would be okay,  but saying that
anything that starts with an 8 gets sent to voicemail doesn't seem
like a good idea.  Yeah, I know '8' can be anything, but the idea
stands.
