This is part of my design for XX-7822: Reorganize how dial plans are created.
Configuring the Voicemail Extension and Inbox Prefix as a Rule in the Dial Plan
was confusing. The notion of duplicating the Rule for each Extension length
that the Inbox Prefix should be applied to made the confusion worse.
The new plan simplifies the configuration, and improves the functionality in
that the Voicemail Inbox Prefix no longer conflict with true Dial Plan Rules.
By the way, the plan is to remove all Rule sub-types, and keep only Custom.
(With only one type, there will be no need to label it "Custom".) The Dial
Plan Rules instead be differentiated based on whether or not they have a
Gateway:

"Transformation" (mappingrules.xml) and "Outbound" (fallbackrules.xml)
This is what is really important when trying to understand the Dial Plan,
including the relative precedence of the Rules:

I hope that helps clarify the motivation behind these changes!
