This is three rules.

One of those rules has a hundred or so Dialed Number entries, one for each NXX 
that you _do_ want to strip the NPA from.  The NXXs that you do _not_ want to 
strip the NPA from is handled in a another rule with a single Dialed Number 
entry.

I'm sure you could do it vice versa.  Either way, you need to list either all 
10 digit NXXs, or all 7 digit NXXs, but not both.  Pick the one with the 
smallest number.

You could cram multiple NXXs into a single entry with lists:

   Dialed Number
      Prefix: 434202,434220,434962,434227     and: 4 digits
      Prefix: 434564,434985,434162,434430     and: 4 digits
      ....

But that probably doesn't make it easier to deal with.


The only way we could make this easier to deal with, is if many of these 
hundreds of NXXs are consecutive.  i.e. Allow a range in a single Dialed Number 
entry:

   Dialed Number
       Prefix: 434(202-217)   and: 4 digits
   Resulting Call
       Dial: (202-217)        and append: Entire dialed number

Well, we'd need to find an intuitive UI for this, which would be a challenge.  
But I think you get the idea...


How common is this scenario?
