I think that "BroadWorks Busy Lamp Field Interface Specification"
explains why SPA942 BLF feature doesn't work with sipXecs, but can
work with BroadWorks Application Server. BroadWorks doesn't send to
the phone SUBSCRIBE request for a phone line monitoring (see SIP
messages from [F7] to [F10] in section 8.1.3 of BroadWorks
Specification). In other words, BroadWorks doesn't demand that phone
informed it about line state (see section 7.2 of BroadWorks
Specification). It is possible to assume that BroadWorks detects a
connection state itself and notifies about it to all Resource List
subscribers. Such service implementation corresponds to RFC 4235 which
supposes use of State Agents on network side (see section 3.11 of RFC
4235).
