I've just this minute returned from setting up a small Sip-X system and analogue gateway in a portacabin village. We only had 8 lines to share between 16 phones, so that's 2 phones per actual phone line to the outside world. Both phones will ring when the number is dialled, just like linking multiple analogue phones to the same line. However, thanks to the IP system (packet, not circuit switching) it means that you can still dial out when someone else is using the other phone in the pair. With the analogue gateway I had to set it to use all 8 lines cyclically so that anyone can dial out, but that's a limitation of the gateway. If it were all SIP there would be no problem at all.
