It's not a broadcast - it's many many unicasts.

Paging was never meant to work with nearly that many phones in a group.
I recommend that you either:  get an overhead system that's designed for
paging (there are sip-capable ones), or identify a much smaller number
(<15) phones that are geographically distributed enough and use only
those.
