I am not sure if I understand what the limitation you are talking about is but 'From' header should not have anything to do with how call is routed. I was always possible in sipX to route calls to 2 different gateways based on the dial screen. The fact that those gateways register with the same ITSP does not change that. Let's see these fallbackrules.xml before we jump to any conclusions.
