I wonder if you could set up a custom mapping rule that defines a prefix that suppresses rollover to voicemail. Something like: 7xxx --> x...@domain;x-sipx-noroute=Voicemail (There used to be and maybe still is a mapping rule for prefix 8, which routes only to the extension's voicemail.)
