If you specify the number of digits in your FXO dialplan rule, you should be able to lift the ambiguity.

I think we've stumbled upon a bug. We have a sip trunk and an
fxo for gateways. To dial out on the fxo we set a prefix of 9. To dial
out on the sip trunk you just dial any number (no prefix). So when we
dial a 905-xxx-xxxx number (there's supposed to be no prefix cause of
the 10 digits thus the call should be sent via the SIP Trunk) but the
number automatically gets passed to the fxo because the first number
dialed is a 9. Should there not be a check for example "if number dialed
= 10 digits and prefix = null select dial plan with prefix = null"?
