The IVR in sipXecs is based on Freeswitch, but is limited to providing Auto-attendant features. Freeswitch does support much more extensive IVR applications such as what you describe, but it's not a part of sipXecs. You might want to dig around to see if anyone else has developed an IVR with this capabilities based on Freeswitch, it's really the strength of that particular product.
