AudioCodes mp11x can do what you need. Take a look at AudioCodes SAS functionality. It allows to send calls to a "sip server", but when it can not reach sip server, it'll call through fxo (or trough another "sip proxy", or through adjacent fxo device, ....) You can create very flexible routing.
