Because bria adds a 9 and so does the dialplan and strip it, there are too
many 9's.

None of my bria's add a 9, ever.

I can do that.
The strange thing is that the dial plan works for 99.9% of all the
numbers I call
including numbers that start with 905.
It's also not clear why a user dialed "9" prefix would behave
differently then a
"9" prefix inserted by the phone as the sipXecs Local dial plan should
strip the
"9" prefix in either case.
