Ahh, thought you meant in sipX you handled it on inbound.  Yeah I used your 
sipX dial plan config to handle the outbound, works great when we dont have URL 
dialing enabled, but thats a provider side issue where the initial proxy doing 
the pstn conversion sends a private RFC 1918 IP address to reach the ITSP 
network before being handed off to us.
