Maybe I don't understand the question. If a 407 proxy authentication is being received, it would make sense to me that the proxy is being challenged by something.
The site A gateways would need to be set up by the site B proxy and the dial plan as an unmanaged gateway. The gateway needs to be told to accept calls FROM SITE B's network (not just the proxy, but the phones too). Usually this is done in an ACL. Site A's proxy should not be involved in the transaction, but it would require the gateway knows how to route back. Since is is giving a 407 back to SITE B's proxy, I would assume it knows but realizes it is off its network and simply needs to challenge it because it has not been told to implicitly trust it (via an ACL mechanism on the gateway). I might also be daft, as I'm not totally in tune with AC gear, but they all seem to work somewhat the same. my 2 cents.
