In sipXecs 4.4 there is an option on the SIP proxy for distinctive ringtone that is turned on by default if I'm not mistaken. You'll need to disable this if you wish to set different ringtones for different extensions.
It's under System >> Servers >> <name_of_server> >> Services >> SIP Proxy The value is called "Enable for external calls". Uncheck this value and apply, then restart all necessary services and see if that resolves the issue.
