To resolve this problem I have changed DNS configuration from:

_sip._tcp.webcti.local. 1800    IN      SRV     1 0 5060
ps0sipx01.webcti.local.
_sip._tcp.webcti.local. 1800    IN      SRV     1 0 5060
ps0sipx02.webcti.local.
_sip._tcp.webcti.local. 1800    IN      SRV     1 0 5060
ps0sipx03.webcti.local.

To:

_sip._tcp.webcti.local. 1800    IN      SRV     1 33 5060
ps0sipx01.webcti.local.
_sip._tcp.webcti.local. 1800    IN      SRV     1 33 5060
ps0sipx02.webcti.local.
_sip._tcp.webcti.local. 1800    IN      SRV     1 33 5060
ps0sipx03.webcti.local.

Now in sipxecs GUI I can see all my users load balanced between the three
servers and load balance value of 2.78 which is good.
