Thank you, Tony for the reply. Yes, using the dtmf relay is
exactly the way we do it with Asterisk. Here's the
use-case:

- Call comes in from the CO to the Patton FXO gateway
- Call-taker picks up the call using VoIP hard phone
- The call-taker determines the call needs to route to an
external agency only serviced by the Central Office network
- Call-taker hits Flash (or hook-flash), which signals the
CO to send second dial-tone
- Call-taker dials 7 or 10-digit external number
- CO routes the call to the external number
- Call-taker can either hook-flash a second time to create a
3-way call or simply release from the call forcing the CO to
perform the transfer

Our customers pay the phone companies for this transfer
service (mainly because they have limited lines and don't
want to tie up two lines while bridging transferred
callers). In the 911 environment this would be a 911
transfer over CAMA (911 trunks) type trunks to the CO. The
911 transfers are a must in our environment as callers are
frequently transferred from one Public Safety Answering
Point to another. In this case tandem transfers are
performed, which are star-code transfers. Same call flow as
above except *XX (where XX = 2-digit transfer number) is
sent to the CO vice 7 or 10-digit numbers.

I would just like to know whether sipX handles this out of
the box or will there need to be some development done to
achieve the hook-flash. Thanks again!!
