Hi, The calls you are wanting to transfer, have they actually originated via an analog PSAP trunk (aka 9-1-1 CAMA trunk, B-Trunk, etc.)? If this is the case, your gateway cannot be FXO. NENA Standard 03-002 CAMA trunks are reverse battery < http://www.nena.org/resource/collection/1F053CE7-3DCD-4DD4-9939-58F86BA03EF7/NENA_03-002-v2_Implementation_Enhanced_MF_Signaling_E9-1-1_Tandem_PSAP.pdf >. The PSAP looks like the CO switch to E9-1-1 tandem (aka selective router) and must provide battery. Lastly, with in-band singling between two UAs (your IP Phone & the PSTN Gateway), sipXecs is not in media stream.
