The calls you are wanting to transfer, have they actually originated via an 
analog PSAP trunk (aka 9-1-1 CAMA trunk, B-Trunk, etc.)?

If this is the case, your gateway cannot be FXO.

The PSAP looks like the CO switch to E9-1-1 tandem (aka selective router) and 
must provide battery.

Lastly, with in-band singling between two UAs (your IP Phone & the PSTN 
Gateway), sipXecs is not in media stream.
