Your response sounds good, it should be a dial-plan permission problem.. the 407 answer is exactly that. But i do not know where i can described that in the configuration tool, the "site to site" dial-plan contains no permission check-box, i have tried with a "custom dial plan" which has permission boxes, but the 407 is coming back yet. Perhaps is it possible to fix the permission condition of the incoming call on the 0183820223 dialed number, but i do not see the way. Best regards.
